Just when you thought that 1.8 million signatories to the anti-road pricing petition on the Downing Street website signalled the end of this poorly-thought out concept comes government backdoor plans that could see it back on the agenda.
At the same time that the transport secretary Ruth Kelly announced plans to introduce automatic traffic management to 800 lane-kilometres of motorway and to restrict new lanes on widened motorways to high occupancy vehicles or to charge a toll on single occupant vehicles using them, the DfT called for expressions of interest in trialling new technology. The trials would include both positioning technology and ‘behavioural’ tests to examine the ability of back office systems to deal with issues of security and privacy. All these studies are due to report next year, with DfT-funded trails of satellite charging systems commencing this autumn.
Taken together, these initiatives demonstrate that reports of the death of road pricing were exaggerated; in fact, we may be witnessing its second coming.
